1 Nope, they already had they arc/movie, at best they will be canon even if never appearing officially (see Shiki as the only one who ever escaped Impel down before Luffy and co.). Also at this point, after more than 25 years, this rule is set and I don't think Oda will change it now.
2 That is what 99.9% of pirates have in their mind. PK is the strongest pirate, you can bet your ass Kaido, BM and BB think about it this way. Only pirates like Luffy, Shanks, WB and Roger have a different meaning for it (freest man, WB maybe even different or/and simply didn't care)...
3 .. But no matter what you believe when you get the title every other pirate who thinks he can beat you will swarm you. The only PK we know about is Roger (and Xebec pretty much, but also WB.. Rulers of their era) and we are sure at least Shiki wanted the title but he never managed to beat Roger. Because Roger was freest but also strongest man. He even said the marines had not the power to beat him.
In the end the freest man tale is candy Oda is putting in our mouths to bring on the agenda that Luffy is not a warmonger but a kind hearted guy. But in the end this is a shounen and it goes on by the MC beating one villain after another.
4 I'm a Zoro fan but only trolls or people extremely delusional think Zoro will be above Luffy aka the PK, ruler of the next era etc. Yet I still believe a Luffy=Zoro by EoS is possible, maybe even probable.

Roger and his successor Luffy are the bright side of the coin, they don't wamt to rule the world but have an adventure, have fun (same as Shanks, WB falls here too, he jist wamted a family). While Xebec and his successor BB are the darkside, so much that Xebec didn't even stop at pirate king, he wanted to be the king of the world. This pretty much is the difference, Luffy, and so Roger and his will, are the good guys (even if it seems Roger at the very least slaughtered Sguardo crew but Luffy is clean) while BB, and Xebec whose will he inherited, are the bad guys and if they win the world will fall in chaos and darkness (litterally). And here, inherited will or not, you get the usual shounen troupe where there are the good vs bad guys.

You are right and there is an element we both forgot: to become PK you need not to be the strongest/freest (but probably you need it to keep the title/OP) but indeed find the OP and that is why Xebec didn't ever become pirate king (but still was the ruler of his era just like WB). Even Kaido and BM keep the road poneglyph as their greatest treasures and are developing plans to read the poneglyph so that they can find the OP (like BM raising Pudding for that purpose). But again the "bad guys" on one hand want the OP cause it is the "symbol of the PK" but also cause they probably believe it is a super ancient weapon or something like that.

this one has been bugging me... coz even if you are said to be freest and not strongest then someone will bend you who is strongest.... but an opposing argument can be yonkos.... all of them dont fight other as no matter who wins everyone will die by the end of fight.... so in a sense you are not bend down to other's will and be freest and yet not strongest...

Shiki already past his prime, lost his 2 legs... Another "logical" explanation here (disregarding canon), he lost his will (a prime component for Haki use) after Roger's execution and his lost against Garp and Sengoku, and that he never tried to improve himself thus becoming rusty since he never had skirmish against top dogs anymore...
