Sanji has a big dream in finding the All Blue, I would say what powers that dream is not ambition, but romance.
Aside from cooking, what little joy Sanji had in his childhood came from books. The romance of freedom and adventure kept him alive.
Sanji doesn’t have the ambition of a Pirate King or WSS, but he arguably has more will power than anyone in the series. Few adults in the world could survive what he survived before Baratie.
It takes enormous power of will to not only fight the way he does, but to be kind in spite of it all. Despite all the cruelty the world heaped on him as a child, he came out of it as the kind of person that defends the weak, protects women, and feeds the hungry.
No one is more kingly than the disowned prince that has never cared for being royalty.
