Well, until proven otherwise, neither Shanks or Whitebeard wanted to be the best or to be king. And yet, they have conqueror haki.
But I admit Sanji lacks something, maybe the seriousness some have. But then you have Luffy (worst in gear 5) who is a total clown...
Maybe Sanji actually lacks confidence in his abilities. When you see Luffy or Zoro, they are dudes who never doubt about their abilities. Sanji is more the dude who may question himself sometimes.

He lacks ambition. Zoro and Luffy don’t care if they die so long as they give it their all. This is a conquerors attitude and how you rise to the top. Sanji has none of that.

I’ll try to make it simple since I see this panel alot.
Sanji when we meet him has abandoned his dream because he feels he owes his life to Zeff. Before this we see we was willing to risk his life for his dream
Zeff has to fire Sanji so he understands that he doesn’t owe him anything. The reason Zeff saved Sanj to begin with was literally because they shared the same dream. Sanji realizes this and let’s go of the debt he owes him and goes to find his dream
This is basically a pretty standard character arc.

I think what Sanji fans need to realize is that the only thing his haters have left is trying to annoy his fans by denying the obvious until the end. After this chapter, it's pretty much impossible to actually believe he won't get it. But haters can have some extra fun by playing dumb in an attempt to drive Sanji fans mad. They can choose to be a pain in the ass until the moment he actually gets it, which is the path some of them chose. It's basically just rage baiting, so just chill and save your energy.
Despite his role being chef, he constantly competes with Zoro who wants to be WSS and isn't satisfied with his bounty being lower than Jimbe and Zoro's.
So even 1b bounty isn't enough for him. Why does he want to keep getting stronger rather than hang with the mid and weak trios?
Clearly he has more ambition than most coc users in the Manga.

The funniest thing is how Sanji fans are as delusional and hypocrite as their favorite character

Btw I totally know that I only had this slight superiority because my father personally asked my bounty to be raised, and I also got a Dressrosa raise despite doing NOTHING in the entire arc except getting trashed by Doflamingo, but yes I am totally going to boast about this!"
