My country a few years ago had a program where we "imported" cuban doctors usually to work in areas with severe lack of doctors.
My best friend worked in a health center with a few of these cuban doctors and used to talk to him about what it was like is Cuba.
Dude said that, despite he not earning a lot, he had zero basic needs.
health attendance? his family had it covered.
Education? covered.
Security? covered.
Extremely problematic drug traffic? not a thing there.

He earned less, but he didn't need to spend as much. There's a compensation for this.
