Currently Haoshoku coating is reserved for a very elite few; Cavendish just isn't in their playing field.

Also, Luffy's "top Commander" is Zoro not Cavendish.

I would argue they already at that level tbh, the top three at least. Also Cav already has CoO and CoA so for him the next move is either advanced types of haki or a strong DF.

I agree on advCoC part, but he is right. Cavendish is Luffy’s top commander. Zoro on the other hand Luffy’s crew member or as the world government calls him as well as other SHs “senior officers”.

Cavendish was portrayed to be one of the top 4 supernova by Ace, alongside Kid, Law, and Bege.

Given he is the only one out of the 4 without a DF, I think it makes sense by the final war.
