I would bet on probably Mihawk and a few admirals to show it for now.

Very possibly at least one more additional SH.

  1. Don Sai: Like Celestial D Dragon mentioned, he has the ability to break thru the Ice Shield, which is rare, and in my opinion he has already awakened Ryuo. He is the new leader of the Happo Navy and follows same traits as Chinjao. His only negative is following another man, but its the Pirate King. Sai has also been shown at an important site, the Reverie. I wonder where we can go from here.
  2. Baakin/Shakky: Throwaways, I think both were in the Rocks Pirates and its possible they are Wang Zhi and Silver Axe or someone. Shakky is noted to be very strong as well. I doubt they will have it, but would not be surprised if it comes out in a later part of the story.
  3. Kuma: I am like 3% confident in this. Kuma was the only character to be within several factions of the larger part of the story. He was a King, Warlord, Revolutionary Commander, and Pirate. Him being part of a larger story is possible (given strawhats and Reverie implications) and if he did die then it might increase his chances as being a Conqueror. He was already a King and follows only a greater man, Dragon.
  4. Buggy: Is known for amassing a great crew because of his connections. Early on, he had Alvida join his crew not the other way around. Mr.3 casually became his partner. He stood up to WB although it was a gag, and has Gag rivalries with Luffy and Shanks who are both Conquerors. Not to mention his instrumental role in Impel Down and Marineford (I actually wouldn't even be surprised if he bears the Will of D). It was Luffy and Buggy noted for the Impel Down breakout and that's a huge credit going to him. Given that the only crew Captain he ever followed was the Pirate King himself, I don't doubt his chances.
  5. Weevil: ONLY if he is the true son of WB.
  6. Fujitora: Actively went against Akainus orders. Actively takes action to make changes within the Marines and World Governments System. Already crazy strong and has only followed a man who killed a CoC (by my definition Akainu already stands as a CoC user).
  7. Yasopp: If Usopp awakens it, we will know. A bigger player in the world than Katakuri who is a confirmed user and executive of an Impregnable Yonko force.
  8. Roux: A bigger player in the world than Katakuri who is a confirmed user and executive of an Impregnable Yonko force. Alo is the combatant of one of the most strongest crews in the world. He IS the top 1% of the 1%.
  9. Beckman: A bigger player in the world than Katakuri who is a confirmed user and executive of an Impregnable Yonko force. Most Right Hands have CoC, Rayleigh, Zoro, Oden, Katakuri
