Queen is not an opponent where speed is relevant because he is tanky enough to have no need to actually dodge...
Sanji's damage might be slightly above Chopper's but he has the same problem as Chopper - not lethal enough.
Judging by damage done in EL, Chopper surpassed Sanji's damage back then.

He hurt Pejiwann too and couldn't keep him down, the guy literally laughed off everything Sanji threw at him...

Franky's coup de vent is his strongest attack and he hasn't used it since the time skip, Oda probably saved it because he enhanced that attack.
