A busted devil fruit and good haki will make up a better top tier any day of the week, as proven by Whitebeard, Akainu, Goofy and Blackbeard in the future.
Even the Gura, the strongest paramecia that can level the world, was stated to be equal to logias. There's no denying it at this point, admirals have logia powers for a reason

this bounty is just plain stupid, after getting beaten by Luffy and Jozu, and running away from Magellan
Ace had 550M, a much stronger Logia
Ceasar just 300M, a much stronger Logia

Sand is leagues above caesar's df, the latter's bounty stems from his research anyway.
I'd argue sand and fire are equal in strength. Back then bounties were deflated or they're now inflated, regardless how you want to look at it, but logically if you want to scale Ace right now:
Jinbe's equal before he joined the WBPs, with 3 years of sailing with the strongest crew I'd argue he's at least about someone like King.
Ace's bounty would be something like 2 bil conisdering his ancestry, maybe that was one of the reasons his bounty was so low.

And Croco was using CoA hardening with his sand, this is the first time we see an element covered in haki.

Both Kidd and Law have Haki.
Luffy literally used Haki plus his DF to beat Kaido.
Admirals are strong tho but Kaido is superior and so is Mihawk
