Dude, being on Same Level & having Equal CoC doesn't mean they must have a Draw
WB can defeat Roger & Shanks & Kaido & anyone he wants in a Fight, but it doesn't mean they weren't his Equals

Equality doesn't mean a "Draw"
A Draw means "Identicality"

Dory & Brogy for example are "Identical"
But WB & Roger are "Equals"
A fight between them would end up dividing Spectators & Bets being no more than 60% for One Side

Once WB reached his Prime, his CoC Power Level reached it's Prime too
Over time, WB got weaker & sick & old but his CoC Power Level doesn't get weaker, it's the usage of it which he loses
That's why he failed to use it in MF War

You think WB not being able to use his CoC while Luffy being able to means Luffy's CoC > Sick WB's CoC?
No, it just means that WB's Body couldn't handle unleashing his CoC

Prime WB > or >> Sick WB
But Prime WB CoC Level remains the same after Old Age
It's the Usage of it that is Gone & Diminished

Luffy is clashing both Don Chinjao and Doffy as equally. Luffy is clashing Adv CoC with Kaido as equally.
People still think Oda is somewhat of consistent with his statements.
