Yes, it's possible that Prime Chinjao = Dressrosa Luffy, i think it's possible, otherwise Oda wouldn't waste time showing us Prime Chinjao & explaining why he is Weaker now. And Luffy vs Doffy, there was a CoC Release but it wasn't Direct Clash similar to others, it was more like Luffy saving Law

Nope. Prime Garp had to train by destroying several mountains just to prepare for a fight with Chinjao.
Would you say Prime Garp would need extra training to defeat DR Luffy?

Garp didn't "Had" to
Garp simply warmed up with Mountains
Had = Necessity
Garp can beat Chinjao any time
So no, Garp doesn't need to train for Chinjao nor does he need to for DR Luffy

The manga literally disproves it. It shows that Garp had faced Chinjao countless times and failed to destroy his head.
In order to achieve that, Garp went to extra training by destroying 8 or so mountains to finally be able to defeat Chinjao's head

If he could've defeated him anytime he wanted, they wouldn't have had several encounters
