Same reason why VC don’t reveal the status of kid and law is the same reason why they won’t reveal Zoro’s CoC. They’re supplemental material and that stuff is main story material.
There was literal merch that had Zoro’s CoC listed and had to be pulled back because of it. Wouldn’t surprise me if the order came from Oda’s team

Are their complete bullshit? No. Does oda look at stuff and include something there if doesnt want it the manga? Sure
He just doesnt check every point tho or write those thing themself, they are way to many errors in those things for that to be the case. They are flimsy just like every supplementary material in every manga

True but he doesn't completely disregard the Celestial Dragons like Garp or talk back to the Gorosei like Akainu
I don't think Kizaru has it either but if Sengoku has it (he does according to the vivre cards if you consider them canon) then the bar for CoC is a lot lower than most think

He probably does ''greenlight'' VCs, anime and other merch but it doesn't make it canon since even his own manga is sometimes contradictory to itself, so we either take manga+SbS only or we take everything (including videogames and other mediums) which would make powerscaling bat shit crazy...oh wait ! Oda has word for word said the anime is different than the manga
so your argument that “he’d say anything to sell” falls flat if you have any knowledge of what oda thinks about supplemental material.
