The way i see it, Haoshoku Haki was Inherited by 20 WG Founders after They Defeated Joy Boy, it's the Power that made them stand out from Rest of all other Hundreds of Kingdoms, and why their Rule wasn't Questioned,

Something was "Scary" in Void Century, and only 20 Kings choosing to Fight is what eventually earned them such Power,
What motivated them to Fight while all others didn't? Obviously, They had something to Protect,

This is why Imu has Haoshoku Haki, and so does Gorosei & so does Shanks (Probably Shamrock too) & Doflamingo ... etc
It's their Natural Talent, think of it like their Version of Sharingan, Awakened by their Elites or under certain Conditions,

However, according to Oda's Writing, Inherited Will doesn't only exist in Families, if there is a Similar Person born elsewhere, They can still Inherit that Will, so all those other Non-CD CoC Users Inherited CoC because of their great resemblance to those OG Founders,

So it has nothing to do with a Specific Mentality imo, you simply need to be a 2.0 Version of an OG King,
And as i said above, what motivated those Kings was their Will to Protect, so All Non-CD CoC Users are willing to Fight anyone if their "Treasure" (Which is same as OG Kings) was Endangered,

Rather than calling them "Conquerors", i'd call them "Guardians",
Yamato is Wano Guardian, Hancock is Amazon Lily Guardian, Katakuri & WB Protected their Families, Chinjao Protected his Treasure ... etc
So Usopp can still get CoC, look what He turned into when Going Merry was Endangered, wasn't that a Conqueror?
And same goes for Sanji & anyone Oda wishes to give CoC, just to push some Dramatic Story & Lore Connection,

Lol, why are you so afraid of Sanji or Law unlocking it? 😂
There is no rhyme or reason, it’s based on Oda’s whims on who gets CoC.

That’s just Oda trying to depict how dire the situation is btw, and Law is the one illustrating the point since he’s more level-headed than Kid. He wasn’t gonna back down anyways and picked his sword up.
