Mihawk isn't really talking about supreme king Haki, he literally said it's not some power.
Haki wasn't really planned in the manga and wasn't really shown till the end of w7 and only became a thing in Sabody, and especially not stuff like acoc. It for sure wasn't a thing when Mihawk was intro'd as the WSS and Shanks's former rival. However, since Haki has become a thing, it has dominated the story and anything fighting related. Zoro never really learned many new styles or something, he just got Haki.

I think the better point is to add that AcoC is not disallowed even in a sword duel.

So Shanks can pour all his haki on to his blade when he fights Mihawk and he still wouldn't be able to best him.
