Because Luffy has his back as a Captain and he doesn't need to lie to him like a bitch and leave without warning. He knew Luffy is the type of person to go after him. Sanji single handily almost ruined Luffy's journey since Luffy wasn't ready to take on a Yonko by himself.

if it was "one in a million" then u could say 1 million= 1 COC user, 2 million= 2 COC user, 3 million= 3 COC user etc
but if it's "one in millions" then "millions" could be 2, 3 or 4 millions but we don't know.

so it kinda makes a big difference

A long time ago, an idea has crossed my mind - what if Strawhat crew is made of Conquerors only, every single one of them...
While it may not look like it at first glance, every single one of them has a great ambition and drive which pushes them forward.
At times it may look like they arent checking off the requirements for a Conqueror but they are either born with it or not.
It wouldnt surprise me if both Sanjino and Usopp end up having it and while it would be very useful to Sanjino, if he can use the coating, not sure how it would be helpful to Usopp's ranged combat but here we have Yamato and Kaido shooting CoC clad arrows so I guess Usopp could shoot it too... It would certainly help him in close combat but it would overlap with his dials so we'll see...
