Speculations Could Enel's army come back as Urouge's crew?

With Enel on the Moon and Gedatsu in Alabasta running and hot spring. Could Ohm, Satori, Shura, and Yama come back to the series in Urouge's crew? They were defeated and unconscious at the end of the Skypiea arc, but not dead or anything. Most likely they would have been exiled from the Island as they were the top members of Enel's army, but they are still on the "White Blue".
They were decently strong with at least three on them having haki, (literally being the first crew to have multiple members with it), as well as unique weapons and fighting styles.
We know Urouge is on a Sky Island last time we saw him, recovering from his injuries. So he could stay sailing in the clouds for a bit healing and doing some training up there. ( Apparently he likes to climb mountains)
If the commanders of Enel's army have been sailing in the "White Blue" improving, adventuring, and training for the last two years, they could be strong enough for the New World. If they joined up with Urouge and brought some Dials with them, Urouge's crew would get a big boost in Power.

Dunno, there's a relative high chance that Urouge is from Birka, and if that's the case he probably despises those three for being involved in the destruction of his home. Could have worked for the old God of Birka, hence the Fallen Monk epithet.
Wasn't it confirmed somewhere that Urouge is from Birka? I remember the officer in Skypeia saying there was a powerful sky knight in Birka defeated by Enel and his allies, so I imagine that was Urouge, and he wouldn't be so charitable to Oum, Satori and the Red Baron.

I checked the Wiki and Vivre Card, and it doesn't say anything about him being from Birka.

It's not been confirmed he's from Birka iirc, just highly likely given he has Birkan style wings and has a religious theme like the other Birkans
