Do you remember Shimotsuki clan colour spread oda did 2 years ago ? This one here

Some people on Twitter recently speculated that Nusjuro might be the red haired guy and possibly a member of the Shimotsuki clan. Last week, the anime revealed the Gorosei in color for this week's episode, and in Nusjuro's hybrid form, his hair appears red. Since he's bald in his human form, we normally can't see his hair but thanks to his Zoan Devil Fruit transformation, we can now see it.

But let’s say the theory turns out to be true

What are the chances that Koushirou is actually an evil dude working for Imu? I mean, his reaction to Kuina’s death always seemed a bit off. And if he’s currently working with Dragon, then maybe Imu has the upper hand on the Revs through Koushirou.
If Koushirou is secretly playing both sides and feeding information to Imu, it could explain why the World Government hasn’t made a serious move against Dragon yet because Koushirou is already keeping things in check behind the scenes.
Anyway, it’s all just theory for now.

Nusjuro is not from Wano lol. We know that the Gorosei are all celestial dragons, and the celestial dragons are all descendants of the 19 kings who united against the Ancient kingdom. Wano is obviously not one of these kingdoms, since it isn´t in the world government. This i just a situation where a Japanese coded character isn´t actually from the universes version of Japan, like Fujitora.

He´s innocent bro, it´s been like 30 years and the guy has never been implied to have any involvement in Kuina´s death. And given the fact that the government didn´t even know the location of the RA, what would the point of introducing a spy character, besides making the spy look dogshit?

I think that is Ryuma that you see in the back
Post automatically merged:

If you search that was a color spread made to promote the Monsters:103 Mercies Dragon Domination. So what you see in the back is ryuma and the dragon that he fought

Koushiro was an evil sexist who believes in Male Justice.
he left the marines same time as Dragon but for the opposite reasons. Apparently you can’t mutilate your slaves on the street. Koushiro pushed Kuina down D. Stairs. It was all him. He knew Zoro would never beat Kuina. He needed to get rid of Kuina before she challenged Imu Sama’s younger cousin, Dracula Mihawk.

I don't quite think that Koushirou is an "undercover agent", but it's possible that Nusjuro was invited into the Ethanbaron Family, like Gunko was to the Manmayer Family. However, IMO the Ethabaron Family ruled an ancient nearby kingdom that fought against Wano in the past. That would explain a possible rivalry between Ryuma and Nusjuro: the latter wanted to take the riches from the "Country of Gold" and Ryuma prevented it.
