No you guys are overblowing things out of proportion

CP0 = not a part of the three great powers = secret agents not the military

CP0 seem to have around 10-ish members if not more

Expecting all of them to individually be on YC2+ level makes no sense when even Yonko crews only have 2 to 3 people on that level besides the captain

If Oda can hype up the TRs as a force to be reckoned with then I don't see how CP0 who has TR+ lvl fighters would be a "joke"

Then why the actual fuck did oda have to imply that cp0 was a major factor for blackbeard evading a conflict? BLACKBEARD IS A FUCKING YONKO

Because there were more than 2 CP0 agents back then
And there is no evidence that Maha and Bluescarf are the strongest ones
BB's weakest Titanic Captains are no stronger than Maha and Bluescarf, there are people in that crew who will lose to Nami/Usopp/Chopper remember that

The CP0 at Baltigo was sent to clash with the Revos and/or the Yonko
The CP0 in Wano were NOT send to "deal" with Kaido
They were sent to negotiate with Orochi
They weren't even supposed to fight anyone, had the alliance not attacked Onigashima they would've done nothing but talk.

Robin: Even among the elite CP0 members, those masked agents are on a class of their own.

You can, of course, argue that those were not the strongest elites, but the gap cannot be big, if the masked ones are already on a class of their own among the elites. I'd say YC3 max.

The CP0 is the Tenryuubito's secret intelligence agency. While needing to have a certain power level, it's not their job to be elite fighters. They are at most sent out to clean up the mess.

I don't think the gap even needs to be that big.
As I said CP0 isn't part of the balance of powers.
Oda wrote the 6 Tobiroppos to be a force to be reckoned with and a massive part of Kaido's manpower
We already have 4 masked agents+Lucci/Kaku and that's unlikely to be the full set of them
If 5 of them are TR level and Lucci is above that, how does that not make them a credible group of secret agents?

Btw given how Oda seems to love wanking old villains (Crocodile in Marineford) and how much he loves giving Lucci screentime in movies, I'd be very surprised if he is simply "YC3 level"
