Speculations CP0 Bowler Guy and Lucci (who is the leader?)

Lucci specifically mentioned about the order to capture Robin but it's not clear whether or not that was Lucci's own order or he is following one and reporting it to the other CP0 member, it striked more like the latter case to me.

It suggests He is like Chief of Staff (Such as Sabo in Revos) or Commander in Chief (Such as Kong in World Government)
Meaning He is like No. 2 there

Well not necessarily No. 2, Lafitte is the Chief of Staff of the Blackbeard Pirates but that's more of a suggestion that he's the smartest and the best strategist/tactician.
Sabo is another case cause he's confirmed to be the No. 2 while also carrying the duty of Chief of Staff.

I think that Lucci is definitely Top 5 (in the CP0 hierarchy), hell maybe even Top 3, and that Mr. Go is either a subordinate or a figure with similar standing to Lucci.
No way that Mr. Go is the superior tho.

I only gave an example with Sabo, cuz Guidebook doesn't say Lucci is Chief of Staff
It says He is Commander in Chief, which is "Leader"

It doesn't feel right to have Lucci, an underling agent of a lesser CP unit and once humiliated by a rookie pirate, suddenly becomes the leader of the top CP unit...

Cipher Poll Unit 0 is known as strongest CP unit. Them having leader like LUCCI DOESNT SEEMS RIGHT IMO. There might be another admiral level character as the leader. For now they might be divided into agents

It could just be that Lucci and the bowler guy are the top members of CP0. The leaders of CP0 are gorosei and CDs.

Lucci and Mr. Go are two leaders of their own units. There are other branches of CP0.
