Le Fishe Thread Crocodile has almost 2 bil bounty despite not having displayed ANY haki feats at ALL lol
1- Just because you didn't see that, doesn't mean he didn't show to others at somewhere else.
2- We've seen that Crocodile took out Vice-admiral and other marines that came to arrest Buggy, that proves he can handle some of the Haki user Vice-admirals just fine.
3- Buggy is literally called he is stronger than Mihawk, and also the Yonko captain of Mihawk, yet underling Mihawk gets a higher bounty than Buggy. How Crocodile having that amount of bounty would be problem when they even did that? LOL.

Gag or not. That's what they know, which is why Buggy got 3.1 billion for them thinking he is stronger than Mihawk and also the captain of Mihawk, that's what they think and that's why they make Buggy Yonko.
That's also why Mihawk and Croco got mad and they beat the shit out of Buggy, that's a big deal, not just some cheap gag.
Not displaying it doesn't mean he doesn't have it.
Dragon, Garp, etc never showed CoC Haki and even Vivre card didn't say they can use CoC Haki, that doesn't mean they don't have it.
