because croc is not relevant anymore, he is not fighting fluffy and at this point in the story no one cares about coc (advcoc is the only important thing) yamato was given coc because she needed to stall kaido, pin head was given coc because he was going to fight fluffy, however crocodile is not fighting zoro or fluffy so oda doesn't need to give him coc
