Because mihawk isn’t zoro. They’re different characters


Crocodile has bigger aspirations than wss with his utopia plan and might not have conquerors
Buggy has even bigger aspirations than both their utopia and wss with wanting to win the race to the one piece and might not have it

Yamato/chinjao/Rayleigh had no crazy big aspirations and had it
Law, Fujitora, etc have massive aspirations but don’t have it as far as we know

Also having conquerors isn’t about strength. If that was the case their wouldn’t be non conquerors stronger than those who have it

Mihawk having it raises the chances of crocodile and buggy having it
  • Crocodile because they’re partners and view each other as equals in regards to cross guild. Would be weird for a conqueror and non conqueror to have that dynamic
  • Buggy because not only is mihawk hiding in his shadow but they’re going to go after the one piece under buggy’s command basically. Buggy reinspiring him and the rest of the crew
All 3 having it zoro even tho he already has it, nami, and usopp have a better shot of having it

1 because again bounty has nothing to do with conquerors or the groups dynamics

Any person a conqueror is partnered with and views themselves on equal terms should also be a conqueror
Any person a conqueror is under following and helping should also have conquerors. Even if the leader lacks strength
