Akainu, Aokiji, Kizaru and Mihawk

Pre-ts Akainu was getting rocked by a stabbed Sickbeard. Post-ts maybe, but not pre-ts.
Aokiji and Kizaru are roughly pre-ts Akainu level so well below Primebeard, slightly superior to Old Rayleigh level, who is a lot weaker than prime rayleigh who is a lot weaker than Roger.
Mihawk was stopped by YC3 and YC4 and wanted to measure the gap between him and the WSM (who was sick and weakened). I haven't seen anything that puts him on Primebeard/Prime Roger/Prime Garp tier personally.

A few next arcs current era would be stronger than old era.
Luffy > roger
BB > xebec
Akainu > Garp/sengoku
Zolo > mihawk (potentially ryuma)

But at current arcs they are still not strong enough

At 1 side, there are more famously top tier. But at 1 side, because the emperor are 4 and some are territorial, they are stalemate. And not in the least, there are political 3 Balancing Party-> Yonkou, Shichibukai, Navy.

There were 3, WB-Roger-Shiki as I recall and all of them were not territorial. So the sea was dangerous of many mobilities.
so we could say yes or no depends on which point of view.
