GB also admitted he wont fight Kaido meaning fighting Kaido has the same consquences as fighting Shanks. So what makes Luffy so special that there's no consequence?

Point is he underestimated Luffy since he was a new Yonko with just 3bil and as soon as Shanks arrived he bitched out lol.

Then why does Lucci, Stussy, Kaku need permission for Luffy too?
There is no attack on sight order now, Lucci & Gb ignored it because they underestimated Luffy.

The order to lucci wasnt to not attack luffy, it was wait for kizaru then attack
Pretty sure they wouldnt do anything if it was shanks

Does it really matter? Either he wanted to locate the leader of the attack (Sabo) and foil their plans (something he couldn't do since he couldn't even get pass Morley, accounting for context) or he was talking about where their supreme leader (Dragon) is hiding.

Borth have a basis, both are things he may want to know, both are things that he didn't learn.
