Yea it was a cat and dog theme. None of the other cp9 had dfs so similar. Heck most didn't even have dfs until they ate them on Enies Lobby.

Lucci and Jabra were long date rivals, Kaku himself knew.

He was also the only one there who could move while using Tekkai, which might even parallel Lucci also having his own unique abilities, such as Rokuogan

He was just undisciplined to fit the job, thats why they only called him when they knew they were going to engage combat

Jabra didn't cheat cuz if he do, he will make Kaku look bad. He was being generous enough for Lucci group to go on a mission while Jabra just sits his ass off in the Enies Lobby tower. Which explains why Jabra gotten weaker since he used to be rival Lucci in strength.

Nothing wrong with Kaku only being slightly higher in doriki, they both ended up encorporating their zoan forms into their rolushiki techniques in interesting ways with Kaku being stronger. Earlier Jyabura outright tells Kaku, he still has his devil fruit so he's stronger than non-devil fruit Kaku then Kaku proceeds to surpass him when he gets a zoan too.

the only reason kaku was on par/slightly stronger was because oda wanted kaku to fight zoro, jabra was originally supposed to fight kabra and sanji fights kaku
