Buggy's role is to be the ultimate gag which has been already foreshadowed when he said he would become god after luffy becomes king.

Luffy becomes king of the pirates with buggy becoming the ultimate gag by sitting on the empty throne.

He was probably planning it long ago , when rereading manga I did notice that volume has all 4 future emperors on cover.

Blackbeard won't be Luffy final opponent because its heavily hinted great war will be fought after finding one piece so Mihawk Zoro Shiryu and Shanks Luffy Blackbeard will be settled already before facing Akainu , most likely Gorosei and Imu.

Teach can be part of that war after Luffy finds OP, their fight somehow ends in draw and they can fight again. For example, Roger didn't need to beat WB pirates or Big mom to be the PK.

Oda said finding OP will end the series, so thats also a possible scenario.

Imu's right hand Saturn is already falling next, Imu is going to lose his Vegapunk source as well, after Wano battle Oda mentions the war against Government as they are already fighting them right now.
