I'm going with Aramaki simply being him. He does seem to have forged a black blade, after all, so he's clearly no slouch.
Also, like you and some others said, he seems to have a low iq, so Aramaki could have used that to his advantage.

According to Bakkin Weevil resisted but he ended up losing because he was simply up against stronger than him, there's no implication of any underhanded tactic.

It doesn’t make any sense though for Ryo to not order his men to also steal WB’s treasures. He believes they have no rights since they’re not a part of the WG, and Charlos-sama would greatly appreciate getting WB’s vast treasures from his loyal dog Aramaki
The lady said Greenbull wasn’t pulling his punches so I doubt weevil even made a deal like I said he seems too stubborn and stupid to even do that, Weevil seems like the type to brawl with anybody even if he loses except for whitebeard.

It is a reminder first that both of those characters exist in the story and will remain relevant, Oda likes to name drop to help magnify the scale of the setting by bringing up characters who are currently arcing on the other side of the world. It makes the whole thing seem more alive.
More importantly, it is a clear explanation for our future reference when the straw hats arrive at a place where Weevil wouldn’t otherwise normally be and he is there locked up. It is like the meeting between Kidd, Apoo, and Hawkins but without any screen time—it served to hype up Kaido but more importantly to explain how those three ended up in Wano.

Whole incident is only mentioned to give context to Weevil’s reappearance in the story later, not necessarily to hype anyone up. Third option is that Weevil is so stupid he walked right into a trap and no one had to fight at all.
something sus must've happened because during weevil's intro when he took down the AO pirates he also caused a lot of environmental damage, but on sphinx it looks like nothing happened.
