Literally yes? We’re shown Marco left Wano at the exact same time as Ryokugyu and got a ride directly to Sphinx Island. So you think ryokugyus flower is >>> Shanks ship and Marcos wings?

As Stussy said, Ryo was called to neg weevil, he then left and since Wano was nearby he was going to capture Luffy until shanks showed up.

I think this is his destiny.

Not only he is perfect thematically (he looks like he is out of a circus, just like Buggy's crew), but is also clearly perfect and built to believe Buggy's lies. That could also give him some contractual power over Croco/Mihawk.
