Shanks can still be in Kaido's top 5, and Shamrock still could have stopped him.

Oda could most definitely be purposely placing Shanks there, because Shanks is directly Kaidos rival and is that strong in Kaido's opinion, but also using it to throw off readers.

I don’t think Shanks can wifi Haki someone who has conquerors. Which is to say I don’t think Greenbull is a CoC user.
He also caught GB off-guard, it doesn't have to be the case that a non-coc user has to get tazed by wifi haki, if they block with armament for example.

Why are people still assuming without a doubt that it was shanks, when we know shamrock can teleport wherever he wants. And therefore it could have been Shamrock instead.

If it was Shamrock, it's even worse because now we know that Kaidou fought an "immortal" being who is possibly on Shanks' level — and even so, he still goes around saying that no one can defeat him. That makes things even worse for the Gorosei.

We don't actually know wtf happened even if it was Shamrock. And Kaido is also delusional. He wanted to play a direct part in the War but was thwarted, halted and prevented.

Maybe he doesn't understand that being the strongest means having freedom, if he for whatever reason didn't get what he wanted, and came upon an agreement where he had to give some of that up (by not going to MF) then that's already an admission you ain't the strongest.

Remember we know canonically, from a flashback with Garp, that Roger used to destroy entire militaries just because they talked bad about his crew. He didn't have anyone pulling up to him saying "uhhhm acshully no that's a bad idea". Do you think Roger would've made a compromise if he wanted to be directly involved somewhere? like God Valley, which seems to be a similar event to MF.

So I don't believe it makes anything worse, as we know Kaidou is not what he thinks he is already, based on the concept of what strength is portrayed as in the series. And there is made a clear distinction between the Pirate King and mere Yonkou. I can go into detail about Shanks emulating Rogers move, which Kaido doesn't have the innate talent or ability to do for example. And maybe we don't even know about haki to understand what makes "Divine" departure divine in the first place. Though that's more headcanon territory. (maybe it's related to what scopper is doing)

As for Shamrocks strength, it's clear that their bloodline is exceedingly strong for whatever reason, which Oda has chosen not to explain as of yet.
