Powers & Abilities Do items display character's worth?

Many people say that each user is carried by each item he/she gets. That's why people can downplay like dis:

- Mihawk is WSS since he has the strongest sword in the world

- Akainu is Marine's strongest since he has the most lethal logia in the world

- WB is WSM since he has the strongest paramecia in the world

- Kaidou is WSC since he has the strongest zoan in the world

- Luffy can beat villains since he has an unfairly strong zoan as well

Currently i'm feeling that Oda has a theme of "Being Worthy" going on. Instead of a fighter being carried by their items, what if it's actually the other way around? What if Oda designs it so, that every relevant person in the story will get an item suitable to unleash their full potential, while they are also the only ones worthy of utilizing the items' full potential?

Yes, items/weapons does reflect on you as a fighter. Like imagine you are the WSS yet you don’t have a sword. That would just be weird.
certainly seems to be a theme
check out what the vc says about wb
but there's also truth in it

top characters arent getting there without the right tools
Yea i mean i can just downplay WB and say "no wonder he's the WSM when he have the fruit capable of destroying the world AND a supreme grade weapon". Or downplaying Mihawk "no wonder Mihawk is the WSS since Yoru the strongest sword in the world carries him around" or Admirals "who in their right mind would NOT be a top fighter when you are given the devil fruits enabling you to move at the speed of light, manipulate gravity itself which dominate all physical structures, or magma which just melts anything without the user even trying?"

...yea but i think now maybe Oda made that stuff with purpose, "since it's them, they will be strong enough to obtain that fruit or item...or since it's them, their effort will be able to access the item's true power."

Well, Luffy IS Joyboy, his soul is very the spirit of Joyboy and Roger also had that same exact spirit of Joyboy.

That soul is from 900 years ago.
Don't compare Luffy with Roger. Roger Mechnik is a hard worker. All he needs is a good blade and a top haki. Without the spirits of joy boy with divine resurrecting fruits
