Neko and inu served the a feudal lord in wano. They learned how to be samurai. Even Kin and the others were regular thugs before they joined Oden.

Plus Neko was seen training as a swordsman too so no reason to think he's any different from the rest of the retainers.

I don't think Zoro considers himself a samurai. But it's highly likely he'll be considered a samurai or become one in this arc.

Zoro was raised by Samurais, has honor like Samurai and was literally called Mr. BUSHIDO IN THE SAME ARC SANJI WAS CALLED MR. PRINCE
