Zoro is as much a Shimotsuki as his grandmother is. The only difference between him and her is that his grandmother is descended in the patrilineal line and Zoro is descended in the matrilineal.

For him to be more Shimotsuki would require incest.

Genes always skip a generation. His father probably had dominant Shimotsuki genes and indeed he has not Zoro in his name but Arashi or something, while Zoro come to get them (even if he was not good enough to get the Pin prefix too). Makes perfect sense.
