That is his introduction, characters are always drawn more imposing and larger in them, this is his actual height, he's the same as Shiki.

You posted one panel, I posted three, the only inconsistency is in what you posted. And as I said, introduction panels are notoriously unreliable in all manga, the character is always drawn larger and more imposing than they actually are, it's for dramatic effect.
