If Zoro is 99, Sanji is basically 98,9 or vice versa, so yeah he beats Mihawk EoS.

There won't be real challenges for the Arms of Joyboy by the EoS aside from Joyboy himself and his last opponent.

Zoro will already be the WSS by the time the world fights the WG anyways

Depends on 3 things.
1. How far away zoro surpasses him eos. If zoro only surpasses right at eos I doubt sanji will surpass him as zoro would basically be at his peak eos and sanji wouldn't have enough time to get stronger to get past that level. If it's like 2 more arcs post zoro surpassing mihawki think sanji has a chance as the sh could get pu that you could argue sanji is stronger.

2. Obviously sanji eos opponent. If the last person sanji beats is around as strong or is stronger than mihawk then sanji could beat mihawk. If his opponent isn't sanji case falls apart and it's just up to opinion.

3. His gaban portrayal. If gaban is stronger than mihawk or gets a feat or portrayal over mihawk sanji will be stronger.

Right now by what we currently know I doubt sanji will surpass mihawk but it's definitely possible he does.
