It depends. if you think that :
-Zoro and Sanji opponents are interchangeable and that the notion of narrative and/or matchups does not exist => yes.
-Zoro and Sanji opponents are not interchangeable => no.

1) Science - we have absolutely no idea how much it can make up for lack of haki development (as of now) for Sanji

2)When Mihawk will go down? As someone already said, if Mihawk goes down at the end then nah

Personally don't want him to. It's Zoro ambition and there's no need for Sanji to be stronger than that, being relative to that Zoro he'd be strong enough.
