I don't think Oda had such a deep thought in mind when writing the gag.
even if he didn't, the result is still pretty realistic. arrested development means the person gets emotionally 'stuck' in a certain age, has childish reactions to stuff (children can be cruel to animals because they ar not quite able to consider the animal's pain - and hancock has kicked small animals 'just because'), childish explanations for stuff ('because i'm beautiful!!!') and feel kinship with children/childish people (hancock likes luffy, who is quite childish himself) even as grown-ups.

it's sad.

Hancock is 31 years old (29 before time skip)
Luffy is 19 years old (17 before time skip)

If we give examples from other manga series:

It would be like Mei Terumi (31 years old) lusting over Sasuke (17 years old), but Mei didn't continue with that later, its not remotely comparable to Hancock's lusting.

Other than that, it would be like Shizune lusting over Naruto, or Android 18 lusting over Gohan etc.

Do you see that 12 years age difference as natural? Or Hancock is not normal?

Luffy was the first man to cover her sisters "CD scars" and accepted Hancock for who she is. Hancock is a tsundere for Luffy.

Animal cruelty in childhood is a possible indicator of a developing antisocial personality disorder. Normal kids don't randomly harm animals

Lusting is not the correct word.

You never Hancock see objectifying Luffy. That's the Hallmark of lusting


Love is a better word.

She fell for Luffy because he protected her sister's taboo tattoos and punching the CDS, the guys that Hancock hate the most is just icing on the cake



It's completely natural to fell for someone that protected your honour, dignity and standing up against your enemy

It's definitely weird, yeah. 17 is too young for someone who is 31.

The problem is that it's seemingly completely one sided, but in terms of age, I don't think it's any weirder than 78 year old Rayleigh being with 64 year old Shakky, similar age gap.
Age at which it starts also matters though. Starting at 39/25 is far less weirder than starting at 31/17.

Gender also matters, but that's a different topic lol.
