This panel is saying one of them will find it but what’s Sabo, Loby, Garling and Shamrock doing here next to leaders when they’re just subordinates?

I get Aokiji is using or gambling on Blackbeard to take down WG and leave but Sabo, Loby, Garling and Shamrock? That’s Dragon, Akainu and Imu’s role. Are they plotting something for their own gains?

What chance does Sabo and Loby even have against them if they’re fighting for the One Piece?

This, although Garling and Shamrock could be aligned... but it seems that they have different agendas. Maybe one wants to outright destroy the One Piece and the other wants to "use it"? Imu could've one of those two goals, but maybe there's something else, like using the CDs for something? With this global flooding thing it seems that Imu wants to simply destroy the world, which would probably be against most CDs' wishes (they might actually want to subjugate the whole world).

They are involved and interesting in the one piece and factions leaders treasure coby is from sword and sabo with the D plot and he is the only one who saw imu shamrock leader of holy knights and my theory with garling is that he will be the only gorosei who will ally with BB when he becomes King of the world thus maybe the only gorosei who will be
But also hints the final war match ups the good character of the panel with fight the bad character of the panel like sabo vs shamrock dragon vs akainu....
