In normal case Kizaru should travel around the world by flying and not a ship
He could instantly reach sabody take out the strawhats even if Kuma would scatter them Kizaru should be able to follow them capture them in the sky
Enels fruit should be stronger than Akainus the same for the fire fruit who could create a supernova that could destroy the world atmosphere
Blackbeard should suck up the entire space to nothingness
yet nothing happens like that
All fruits have a limit the same applies to Kizaru who apparently needs a Ship to travel and cant reach the Strawhat after Kuma blow them away

Oda has to give the answer sometimes he uses speed of light against Luffy and Drake where he is instantly move a short distance sometime he needs his mirrior to reach Apoo and Zoros group its kinda disturbing
For the gun thing I think Oda didnt wanted reveal any ability thats why they have guns its not like he feared the gun but rather Benn Beckman

Yes. In Skypea alone most weaponry was incredibly fast due to dials so top tier guns are really fast.
The more we go the stronger the weapons. Also "Haki bullets" are a different thing.
now with Ryou and Haki bullets or Haki blasts themselves stuff could be instantaneous m. Kizaru does not need charge time he was only using that to show that he can turn into light form and operate as light. He has zipped around instantaneously many times without turning into light.

Kizaru needs a few seconds to launch himself, its not instant launching
also observation haki is problem, not bullet speed
Beckman could predict Kizaru's trajectory and hit him...but that is if he was able to
