If Haki is willpower, CoC is the strongest of these. The strongest people we've seen on screen that have been Domi Reversed are Dorry and Brogy, but as far as we know they are not CoC users. In fact, I'd say they're borderline as strong as you can get without actually using CoC. Boa with slightly lower bounty than them is a CoC user, while Croc who is a bit above has not shown it yet.
Gaban made it clear that ACoC is the weapon to combat against the HK "immortality"
But what about Imu's mind control? Is it like Babidi and Vegeta, where if your willpower is strong enough, you can resist it?
To me this has to be it, because if Imu can Domi Reversi everyone, OP is basically over overnight.
This would be the first time that Conqueror Haki is the key to undoing DF powers though. 99% of DFs so far require Armament Haki as a counter. There might be a select small number of DFs that need CoC as a counter, not just CoA. Yami Yami no Mi may be one.
P.S. As for Harald and Loki, I don't know what went on there, but it could be Loki did not have CoC unlocked when it happened, and only unlocked it in the aftermath of the trauma.
