Thank you for making me do this, I've been putting this off for too long
1. Imu (the King of the World)
2. Kaido (most impressive feats in the series IMO, shrugged off Zoro's strongest attack, Kid, Law, and Killer didn't do jack shit to him)
3. Shanks (Clashed with Akainu, Mihawk's rival in swordplay, able to enter Marie Geoise freely, stopped Kaido from going to Marineford)
4. Blackbeard (I believe he has the Mythical Zoan Cerberus, paired with the Yami Yami and Gura Gura. Busted)
5. Garp (hero of the Marines, amazing Haki, still serving as a Vice Admiral)
6. Akainu (Killed Whitebeard - Blackbeard can STFU he stole the kill - and just ran WILD on the Whitebeard Pirates.
7. Mihawk (danced through Marineford without a scratch, has a World's Strongest title which means a lot in One Piece)
8. Rayleigh (easily clashed with Kizaru and drew an Admiral's blood. Shown to have Haki VASTLY superior to G4, which destroyed Doflamingo. Only top tiers have been shown to make other top tiers bleed)
9. Kizaru (fought Rayleigh well, lots of feats in Marineford)
10. Dragon (not saying he's 10th, I just know he's top tier, but have no idea where to put him due to lack of info/feats)
Imu, Kaido, Shanks, Akainu, and Blackbeard are all EOS top-tier characters, they have to be in the top 10, to me.
Garp fought evenly with Roger, and so I have to rank him above Rayleigh
Akainu was stopped by Shanks, and Whitebeard, who was weaker than Kaido, was beating him up while dying
I have Sanji beating Kizaru EOS, so I can't justify Kizaru over Mihawk, as Oda never has let Sanji beat an enemy stronger than Zoro.
Mihawk has never so much as been scratched in One Piece. He went to Marineford, and had no problems. I rank Mihawk WAY higher than most. Post Time Skip Zoro still wasn't even close to beating Mihawk, and Zoro didn't have any trouble in the NEW WORLD until Wano, when he was fighting Yonkou crews.
Mihawk is a problem. He's a tier below Shanks, but more than good enough to beat Shanks is a straight up sword fight, with nothing else used, IMO.
Big Mom isn't here because she lost to two dudes without Adv CoC, while Kaido fought the Scabbards + tanked the Supernovas + fought Luffy + fought Yamato + fought Luffy again + fought Gear 5 Luffy and still barely lost. Big Mom's strength is top 3 (Kaido/Garp), but her insanity keeps her from fighting at full strength.
Oda giving Luffy a 3B bounty is his way of telling us that Luffy still hasn't surpassed Kaido's strength. He defeated Kaido, but he's nowhere near that level, yet. Luffy needs to beat a Yonkou in 1v1 combat to cement himself as the WG's greatest threat.
EDIT: LOL MATH HAHAHAHAH I'M TEMPTED TO KEEP MY FUCK UP THAT'S SO FUNNY Ahhhhh I forgot a space. Shout out to Fujitora for getting added to the list because I forgot the number 3 exists
EDIT 2: I'm dumber than I thought, and accidentally deleted Shanks from Number 3, which is why Number 3 didn't exist at first. So, uh, sorry, Fujitora.
