Honestly I think blackbeard may have the strongest fleet. Controlling Fullalead, he basically should any pirate there under his thumb, not to mention the very real possibility of former Rocks pirates (Ochoku, Silver Axe, Shiki, etc) and the Level 6 inmates that escaped that seemingly banded together "somewhere" (mentioned at Dressrosa).
