Powerlevels rarely shift for non mc. Also powerlevels never cease rising. They especially don't decline. Whatever CoC hype Shanks gets, it's just preparation for the ridiculous hype Mihawk will cause once Oda loosens his plot shackles.
How much hype would DD against Mid have been when we had seen Mihawk halving an admiral 10 chapters earlier? Exactly, zero.

Nobody from currently alive characters is touching Shanks in this department aside from Rayleigh. These two are Oda's CoC poster boys, their entire character revolves around CoC. Been that way since their introductions, and Oda only doubles down on it everytime the two are on screen, no one else gets this consistent CoC portrayal. Mihawk won't be showing a better display of conqueror's.
Since Zoro already pose adv CoC, it is most likely to call that Mihawk also pose adv CoC.
But his CoC wont be stronger than Shanks one, never will be.

1.Even with one fight Shanks still couldn't take the WSS title, which makes Mihawk above or at the very least equal while Shanks wasn't handicaped yet; we don t know the gap though so it could be very small like 100>99 or very large since Shanks is a cripple now, like 100>70; time will tell.
2.We don't know if WB was the WSM at the time Roger was alive, we only know he was the strongest during the great pirate era that Roger started with his death; Shanks is very alive and destroying careers but still not considered WSS.
