Compared to the billion berry bounty jack, the 970 or so million berry bounty Smoothie, and the other 1.3 billion berry bountied characters, yes. His offense is pretty nuts, his normal move is as strong as Frankys finisher which basically folded a Tobi Roppo. And his hax attack that ignores durability Brachio Snakeus was pretty nuts. Not to mention his defense and self healing has been pretty hard to get past too.

Because of his weapons, DF and pure strength yeah.
But oh god, how disappointing he is as a fighter. Let himself hurt everytime, the fight vs sanji is a just gag fight. no good choreo, just an attack and talk for many chapters. if the leaks are true, next chap it's over. I don't think even sanji fans will agree that this fight is exceptional. it's just the fact sanji will defeat officially a YC. Compare him to Katakuri and King, many different style, different vibes ...

He’s certainly a tank, but when it comes to the actual nitty gritty of CQC he’s been unimpressive. Brachiobomber and Brachiosnake seem too situational.

Queen has a lot of power and potential. Oda just needs to spend more time showing off Queens fighting skills and power. His battle against Sanji feels like it's missing a lot. The battle has mostly been him firing lasers and Sanji using fire kick. I hope the next chapter shows off more of his power.

If you think King is the complete opposite and worth of 1.390Bi while Queen isn't, i would like to know more about that
Sheesh, Queen shits on the likes of Cracker, Doflamingo, even Katakuri in some aspect, and he has more strength feats than King in the arc. King and Queen's portrayal throughout Wano puts them atleast equally stronger.
Even Big Mom couldn't knock out this dude
Doflamingo barely clashed with Sanji but called him strong twice in a row, used "Parasite" and "Overhiito", arguably 2 of his most broken and strong abilities on a completely unaware base Sanji in a really bad spot, and thats after Sanji ignored "Goshikito"
Meanwhile it's easily possible to compare Brachio Bomber to Kid and Law's damage on Big Mom, not saying Queen did better, but actually comparing how far Queen could go only with his full Zoan. Which is crazy, no Commander had that kind of feat against an Younko, only Queen
What has Sanji even done to Queen hitting him so many times? He got slightly praised by "Grill Shot" and thats all, Queen was so bored that he was asking for the Raid Suit to make things more interesting.
Queen will start to get serious now, Sanji should already be defeated if not for the Exoskeleton awakening, besides that he didn't do nothing too relevant.
Sanji will most likely need one more power up to beat Queen, who will need to keep up against a speedster CoO specialist who can get invisible, has a body that can break blades without getting hurt (not even CoA can do that) and its pissed as hell close to boost his flames to another level. How is that bad for Queen?
If Queen gets absolutely trashed low diff next chapter, then i could say you have a good point here. But thats not what will happen, Queen will keep up and force Sanji to power up to defeat him, that way there is no way in hell he isn't worth what he is worth. Zoro vs King will probably follow the same dynamic until Zoro wins.
We just need good choreography, specially cuz it is a Sanji fight so it has amazing potential, and i hope Oda delivers that

Nothing that Sanji has used has worked so far, not even Hell Memories and that's the best he had.
There are also his scientific achievements and danger coming from his viruses.
Luffy said that Hody could have 100mil just due to toughness and Queen also has decent offense on top of toughness.
His issues are mobility and speed to be really dangerous but you cant have it all...

Queen has the world's strongest boss, mysterious connections, the durability to withstand Marco, the strength to crush a 330 million pirate with little trouble, and insidious chemical warfare. That shit wrecked one of the strongest warrior islands out there without Queen having to lift a finger. So yes.
Soon as Queen's df was revealed, you just knew he wasn't going to be some speed demon who specializes in CQC. Him using poison weapons only cemented it.
Not expecting that to change, I've been surprised he's even been portrayed relative to King, and his durability/endurance feats have been monstrous. I'd say he's surpassed my expectations coming off Smoothie.

And Sanji was not “owning” Queen before his powerup. They were on par. The next chapter could open with an announcement that Queen has just been defeated by HM and it would still be a high-diff off the strength of everything they’ve done already

If the fight ended next chapter, it would probably be Sanji's worst fight ever.
After more than a decade without a decent fight, its quite disappointing and depressing. Oda isn't even trying to draw something good.
Hopefully the blindness virus is a thing and Queen has another form, awakening, or at least he actually tries to fight.

Based on what we've seen till now, it's clear that he's a tank. However, his kit doesn't seem to work too well on speedier fighters in terms of offense so far. Though we've seen him use his plagues (Mummy and Ice Oni), I'm a firm believer in him not having shown fully why he's really called "Queen the Plague."
Now, if it turns out he can use other Plagues to augment his abilities to circumvent his shortcomings (CQC), then my opinion of him will change. Fighting wise I haven't really been impressed.
His funkiness, though, is the real deal, and I do like that aspect of him.
