Admiral Tier Characters (Mid Top Tier/Great Power) have Peak DFs, meaning They have DF-Based Fighting Styles of Highest Level,
So who falls in Low Top Tier? It's DFs that are seen as only Second to those of Admiral Caliber,
He is Admiral Level, He deletes anyone below that Level, just like his Demon Re-Skin Magellan, (Unless They are immune to Lightning ofc).
People think Enel is below that Level because They don't imagine him Matching DF-Less Admirals in Combat, but that's not an Issue, once you reach same Level, it's obvious that it doesn't become a question of who got Superior Power, and it becomes about Battle IQ & Experience, cuz your "Invincible" Argument doesn't Exist anymore, you're not Special anymore there, but it doesn't change the Fact that you're still Unstoppable for Everyone Else,
However those things aren't fixed, these aren't Real People, Oda is the Brain of every Character, so He decides how They perform in Combat, but what matters is how much Power He injected in them, that's what represents their Power Level,
And tbh, even if We talk outside DF, Enel is Extremely Skilled Combatant, and Oda gave him Speed, Intellect, Weapon Handling, Strength ... etc
His Meme Face made People think He was a Glass Cannon, but in reality the Damage was Psychological, He is actually Extremely Tanky,
At the End of Fight, Enel was still operating at 100%, what Attack took him down? Let's see,

So overall, it's by no means a Pre-TS Attack lol It's an Attack that any Admiral would wanna avoid under those conditions,
It's basically getting Sandwiched between a Kairoseki-Coated Gear 3 Rifle & a Kairoseki Wall, yeah good luck not feeling that,
The crazy part though that People don't realize is that Enel was only Knocked Out for like a Minute or Half of it, because his Ship didn't hit the Bottom of White Sea, He recovered fast & got the Ship running again before it's too late, and do you know what Maxim runs on? 200M Volt, meaning Enel after that Attack was still operating at 100% Power, and He didn't need any Medical Attention at all,
Oda clearly wanted to Portray Enel as an Unstoppable Force that Luffy only briefly managed to Stop thanks to Fate being on his side.
Luffy's Victory is no different than what Wyper did many Chapters before, They are literally the same.
