Depends on how easily he beats them.
If our only introduction to Shanks was wifi-diffing Greenbull, I doubt anyone would be questioning whether he's yonko level or not. No reason to hold Dragon to a different standard.
If we're talking about living up to his story hype and importance, that could be complicated. It still irks me that he so easily allowed Blackbeard to torch his island. When I first heard of Dragon being the most wanted man and how he's commanding an army, I was expecting him to constantly be operating from a position of strength like the Yonko or even the Warlords. In fact, I was expecting him to be almost a military counter-force to the world government. But he's just using guerrilla tactics right now, so it comes across as more like 'disorganised rebel trash that gang up on you in an alleyway' because they can't beat you head on.
Not worried at all about his power level, it's more the entire revolutionary army's power level and how significant they are as a military force that concerns me.
