Well we are closing in on endgame for the story. What's left? Elbaf, Laugh Tale, and final War? So it's either Elbaf or Laugh Tale that Luffy meets Shanks. From a narrative perspective, Elbaf makes the most sense. Luffy and Shanks finally meet in a Country full of Proud Warriors. Also Usopp meeting his Yasopp in Elbaf makes a hell of a lot of sense as well. It could give him that final confidence boost to make him a Warrior of the Sea.

No need for Mother Carmel's lore to be investigated in Elbaf when it will come to Wano. Oda will make the Elbafians hear about New Onigashima relocation and Linlin's participation in the biggest war to date against the world government and it would be a good chance for them to take revenge, the giants will use giant beanstalks like the ones in Linlin's flashback in Elbaf to land on Wano and help the alliance take down BM. Also Numbers vs Giants would be a great sight.

Thus, there won't be any need for Meme to show up again in Elbaf. I bet what Marco saw was nothing but the shadow of the Elbafian giant beanstalk landing from 10,000 meters above accompanied by Urouge.

they will probably both be in elbaf. My theory is that blackbeard captures big mom and delivers her to the giants in order to gain an alliance with elbaf. In doing so, blackbeard becomes the strongest pirate in the world.

Luffy then teams up with Shanks, the big mom pirates, capone, the revolutionary army, as well as SWORD(Drake, Coby, helmeppo) in order to stop blackbeard.
