There were moments where I enjoyed Usopp...
Luffy vs Usopp fight is quite up there on my list of favorite fights in the show.
Precisely because he is a bum and a coward, his evolution will be amazing.
I didnt sniff that much...
Actually, Usopp and Elbaf will be the same as Zoro and Wano or Franky and Eghhead...
He never changes from a coward, after all this time and we wonder wtf is going on with him.
It is logical that he will only change after he wills into existence the evolution of humanity that hasnt been done before.
The mythical embodiment of bravery. Quite a counter and relevant plot element if Imu is based on Norse god of Fear.
Perona 2.0 and Usopp was the key element there. Surely, he wont take the spotlight from Nika but might be very important to victory.

Elbaf is not Usopp's Arc. It's SH's Arc
Elbaf has Nine Mountains, each SH will fulfill their Dreams above those Mountains
Zoro's Name will reach Heavens (Top of Mountain)
Usopp will become Brave Warrior of The Sea (Prove himself to Giants)
Sanji needs to find All Blue that connects all Oceans (It's basically a Superior Version of Reverse Mountain)
Chopper needs to find All Healing Cure (Hiriluk told him about Story of a Guy who got Healed in a Mountain)
Franky needs to Build Ultimate Ship (Who will Help him build it? Giants obviously)
... etc
Elbaf is Final Destination for Nine Straw Hats
And They are the ones who are gonna Fix the World, not Luffy
However, their Actions do not last, because "Nothing Happened" it's just a Lie, a Fake Story, a Dream
That's where Luffy's Role comes in, He is the Man who will make his Crew's Achievements a Permanant Reality
That's what One Piece does, basically the entire Story/Adventure didn't happen, it's Fake, except the Final Chapter
Only Final Chapter is Canon, The Rest is Non-Canon
However, One Piece cannot be Activated unless Final Villain is Defeated, hence why Luffy is the one who's gonna carry everyone's Dreams

I have a very optimistic view on Usopp though the word "Vice-Captain" I feel is wrong one for what Usopp will become. He'll become the SHs version of a chief of staff. Didn't realize the Hajrudin reffered to him as "Captain Usopp". It makes sense, Luffy is considered "Senior Captain" of the SHP.
Usopp may not have combat moments but he has had many character moments that I believe have him well on course for Elbaf insecurities. His low combat contributions, his lie to toko, nami's refusal to lie to Kaido, his extremely inflated bounty, "God" epithet, and no doubt the giants the SHs have assisted have talked up a great storm about him and the rest.
Usopp and Luffy were arm in arm pumped to go to Elbaf, but only one of them can clearly list their accomplishments. Usopp has been critical at multiple points yes, and I think part of Elbaf will be realizing he has good battlefield awareness and leadership skills underneath the weak body and courage.
At minimum he'll have something to prove if Shanks and his crew are there (because of Yassop). I have a dumb theory as to how Usopp can prove his own growth involving the Giants gatekeeping the Giant Zoan but really, any sort of combat upgrade would do (like observation/future sight).
Why Chief of Staff other than Auger? I believe the SHs might be splitting up regularly during the Final War, and that Usopp might be the guy tasked with keeping tabs and running support. If they split far enough, he might even have to sail solo in the NW a few times proving his sea-worthyness.
