It's becoming increasingly clear that Elbaf will be a short preparation saga.
I think the fact that there is no defined villain proves it. Elbaf is not an island subjugated by a tyrant and Loki is clearly a good guy. Any candidate for a saga villain would have to travel to Elbaf and I think that's unlikely.
So everything points to Elbaf being an intermediate destination whose function will be to reveal the location of the fourth poneglyphic and form an alliance with the giants.
I also think that the end of One Piece will be a succession of small sagas, similar to Sabaondy-Amazon Lily-Impel Down-MarineFord, in this case Elbaf would be the equivalent of Sabaondy or Amazon Lily.
