I hope that Shanks will be exposed as one of the most cruel and cunning pirates ever. The Figarland Family will pursue their own strategy to rule the world. Shanks working together with his father Garling to make him proud, and brother Shamrock. If he doesn't want to work with them and instead wants to do it on his own, then he probably doesn't care much about his family. Maybe he thinks they are too soft, even for being celestial dragons. 1.Nah, Shamrock said he returned to the holy land long ago, but it wasn't anything serious, he chose to live the pirate life.

2.Buggy wanted to join him, but as soon as he realized Shanks didn't want to go after the OP, Buggy felt betrayed and decided to make his own crew.

This is further supported by the fact Shanks repeatedly interferes with the WG's business and fucks them over. e.g. stopping the Marineford war and even stealing the Nika fruit from a WG ship, which essentially leads the WG to its downfall. Like, WsW was literally punished by the WG for having the Nika fruit stolen, while the thief himself, Shanks, is pardoned.
