It's certainely not just panel time, Katakuri has certainely marked a lot with his personnality, design, FS and df, and him being a foil to Luffy.

a lot of the other characters would be allowed to show that if they had the same time alloted to them.
haki wasnt expanded on prets so marco didnt get the same exposure
wasnt the main villain of an arc so his background, history, character wasnt expanded on.
sure kata is cool but he had the chance to show why he is due to the amount of time he had on panel. no other commander can be above when majority havent been given the chance to show why they are unique.

Marco with Katakuri in a close second. They’re both seasoned commanders who one could see easily leading their respective yonko crews.

King looks cool but haven’t seen enough from him yet.

Second would be Jack who is so far the most brutal commander(loved him in Zou arc) and he is hothead who take's no for answer when it comes to his enemies.
