He drank Luffy's blood without using haki and it is assumed that Luffy being made of rubber cannot be hurt with blunt damage... Also Luffy was amplified with Ivankov's hormones and was in gear 3
With a single nameless attack he took blood from 9 characters at the same time and then clashed with the quake fruit which is the most powerful paramecia and can destroy the world. It is that neckbeard could not even contain himself and released all the power of that fruit.
Only two Sengoku interactions in more than 20 years of op and people think that the use of his fruit is poor...
I mean. With everything that has been revealed about the zoan and Sengoku having been a Fleet Admiral and being canonically the only marine with CoC so far how poor the use of his fruit is going to be...

it doesn't matter his strength feats (at least not for me) because I am not talking about how strong he is. I just think that the fruit is quite mediocre and lacking. From what I've seen imo he deserves the last spot. With that being said, if he actually shows more things who knows, maybe my opinion would change too.
